Canada, with a 2 cent 4th-bureau coil. The bulletin was entered
in the
US as second-class mail. Although the first-class rate was 2
cents to
Canada in 1927, it is also possible that this is indeed 2nd class to
Canada. Either way, still a very interesting usage. |
